Brown reportedly met with the Patriots twice this offseason before finally agreeing to a deal before training camp.
After losing Darrelle Revis and Brandon Browner, as well as Alfonzo Dennard and Kyle Arrington in the offseason, Bill Belichick was in need of another corner.
The veteran will compete for a spot against corners Malcolm Butler, Logan Ryan, Bradley Fletcher, Justin Green, Robert McClain, Duron Harmon and several other young players.
Brown played 14 games for the Raiders last season after a seven-year stint with the 49ers. Brown ended the year on IR with a foot injury.
