Browner, who is suspended for the first four games of the 2014 regular season after sitting out the final five games of last season for a violation of the league’s substance abuse policy, recorded 19 tackles and one interception for the Seahawks in 2013.
The 29-year-old Browner joins Darrelle Revis as the Patriots second high-profile cornerback to join the team this offseason.
